Our enemy used KMFs from multiple different sources to create an undentifiable combat force.

Initial speculation was that we were dealing with opposing factions from within Hashvess3,
but they're simply too good for that.
SAYOKO
Too good to have been spontaneous4, you mean.

They had training, in combat strategy as well as tactics.
And to have KMFs from so many countries, thereby obscuring their affiliation with any individual one...
These were no ordinary terrorists.

—Do we know what the perpetrator was after?

But none of them are wealthy, by any means — and, in fact, most are in need of the WHA's aid.

But nor does it make sense for them to have been after Zero.

If they'd needed the head of the Black Knights for something, they would have issued a statement.
And there would have been no need to take Nunnally.

but someone who wants Nunnally.

A land in which, approximately three hundred years ago, the original native population blended with migrants from other nations, like Europia and Africa.

KANNON
Its history was one of having to fend off attack after attack from nearby nations for its fertile land...
...but then the once-abundant headwater dried up, and Zilkstan's decline began.
TOUDOU
All of which has led us to the modern-day mercenary nation of Zilkhstan, whose citizenry
boasts so many fighters of such high skill that every other nation kept hiring them as soldiers.

LLOYD
Ooh! So, that's it. That explains everything!
KALLEN
?
LLOYD
Look,
wouldn't you say it's peaceful nowadays?
LLOYD
If mercenary work was what put food on your table, wouldn't you be going hungry right now?
CORNELIA
Indeed.
And yet, Zilkhstan continues to reject overtures for both membership in the UFN and aid from organizations like the WHA.
SCHNEIZEL
All of which could be explained by that same historical context, but...
I'm only more suspicious.
Zilkhstan must think they have some other way out of poverty.
