A few points of order:
1.) I think you're confusing the fact that the re;boot movies put Lelouch's ascension to the throne explicitly in 2019 with any indication from the original TV series that it took place in 2018. Like, technically speaking, all the timeskips in R2 do is tell us it's been one month, then later two. They don't tell us what month it is now; they don't tell us what year it is now. In fact, CODE GEASS was a series that studiously avoided giving specific time stamps at pretty much all costs. The Re; manga follows this example and doesn't specify what year it is. Yes, that tends to lead one to assume it's still 2018, but...
2.) ...you're also talking about a series that has, like, never been any good at time. There's literally an episode, allegedly set in 2018, that flashes back to Marianne before her death, "eight years ago"; yet, we know she must have been dead at some point before Lelouch's dramatic speech to his father in 2009. Good thing that's not one of the most important dates in the series!
Or what about Akito, which was definitely supposed to take place in the same timeline as the original TV show but has a much more explicit timeline that really, deeply fails to line up with it?
Never mind the novelizations, which had their own radically different ideas about how much time had passed over the course of the first season.
Like, I'm sorry, Nonny, but you've put much more thought into the CODE GEASS timeline with this one comment than I think anyone at Sunrise... ever has.
3.) You're also a little confused about what I was calling "ambiguous". You'll get no argument from me that Re; was set in a timeline that at least hewed much closer to the original TV show than the movies. That's patently obvious.
What has been less necessarily obvious is whether Re;surrection is supposed to be in that same timeline.
Because the final chapter of Re; works just as well, if not better, as a bridge to the Miraculous Birthday special (or some variation of it featuring manga-only characters like Benio) than it does as a bridge to the Re;surrection movie, where Lelouch's return to earth was... well, less planned on his part. And the choice to start this adaptation with a new name, at "Chapter 1" rather than "Chapter 15", feels deliberate. Especially given the mixed reception when Ogasawara originally announced that Re; was going to "continue" to the movie.
Like, no one is saying you have to take the out Sunrise gave you, but it's definitely there, for fans who picked up Re; on the premise that it was going to be an adaptation of the Zero Requiem, filling in the time skips (as it originally billed itself), but who hadn't liked the movie and didn't want to think of the two as connected. Choosing not to mention Shirley's fate one way or another is one way in which this manga has so far left that out intact.
Establishing, as Ogasawara's tweet kind of does, that Re;surrection is going to be doing things differently from the movie is... a way of offering fans a different out; they might take Re; and Re;surrection as being in the same timeline, while the original TV show is not, despite certain similarities. (And, I mean, the inclusion of manga-only characters had already separated Re; from the original TV show to a degree.)
And all of this is fine and good! By all means, every fan reading this should take what they like from these manga and ignore what they don't like, just as Oukouchi and Gorou Taniguchi (not to be confused with Koujirou Taniguchi, the writer on these manga) have kind of always encouraged fans to do. Spinoffs and side stories have always been given a lot of creative freedom to do whatever they liked with the characters. The re;boot movies were positioned explicitly by the creative team as a "what-if" story, rather than a correction for the original ending of the series (which, they've said, they were perfectly happy with and didn't need changing).
