It's definitely Genbu though the artist has rendered them both more clearly before. :) (Darlton's eyebrows are very distinctly wild at the ends, and not nearly as thick; Genbu is one of the only men in the series with such thick blunt eyebrows.)

I think the scene is meant to evoke Lelouch learning C.C.'s name in the original canon, but it isn't his primary focus here. Here, he asks her who she is (いったい何者, which I think I undersold somewhat in my translation... I thought maybe the italics would help enough, but it's "who on earth" or "who the heck").

As a reminder, C.C. isn't only an "old friend" of Marianne in this canon who claims to have no memory of her schooling prior to Ashford; during some of her study sessions with Lelouch, she's professed eerie familiarity with history, similar to the DVD specials "History with Professor Lelouch", where she at one point talks about "Washington's Rebellion" as if she was there...... because she probably was.

I mean, I'm not sure how much of this sort of thing the mangaka meant to expound upon, and how much of it was just winking knowingly to the readers. :) Especially considering that this was the "final" chapter but not quite the end...

From presumably Urushidama's official twitter account (Ogasawara, the artist behind Re; and Re;surrection retweeted it):

"Thank you so much for reading the final chapter! ...Although not the last. I would appreciate it if you would check out Volume 4 for the very end."

(So, this tweet is having some fun with different ways of saying 'last'; 最終話, 'final chapter'; ラスト, 'not the last'; and 最後, the 'very end' contained within Volume 4. One of the differences between 最終 and 最後 is that one is an adjective and the other is a noun (最終バス but 最後のバス), but the way Urushidama is using it takes more advantage of the slight difference in nuance, where 最終 might refer to the last chapter of a book or the last episode of a season, but 最後 would be the end after which there was no more content — like, the very end of the very last book in a series, or the movie that wraps up loose ends after a popular TV show gets cancelled.)

TL;DR: I'd expect an epilogue. Either the epilogue in its entirety will be on NewType's website on November 20th (the "next chapter" date now on the site for Lelouch the Tutor), or some sort of tease / preview for it. This is likely also what the text on the last page of the chapter refers to.
