XINGKE
The U.F.N.'s resolutions are decided by majority rule.
TOUDOU
Each nation's vote is weighted in proportion with its population.
XINGKE
Now that the Chinese Federation has been — up,
the nation that boasts the largest population in the world is—

OUGI
—Britannia.
CHIBA
So, if Britannia is allowed into the U.F.N. here today...
HONG GU
...then you would have more than half of the votes, Emperor Lelouch.
KAGUYA
In short: you would, in fact, completely control the U.F.N.

LELOUCH
(—I knew I'd founded...)
(...an exceptional organization.)

The Knights of Justice Zero founded...
NARRATION
Imperial Calendar, 2017.
The Holy Empire of Britannia was still under the rule of its 98th emperor, Charles zi Britannia, when there appeared a man in one of its territories — Japan, then called Area 11 — who flew the banner of revolution.

NARRATION
A masked man, all dressed in black.
Zero.
With its unparalleled military might, Britannia had boasted absolute domination over much of the world. To defy Britannia was unthinkable.
Zero did it anyway.

NARRATION
After a striking debut where he proclaimed that he had been the one to murder Third Prince Clovis, who had overseen Area 11, and freed the previous suspect, Suzaku Kururugi...
...Zero's name and word of his strength began to spread rapidly across the globe.
But—
What solidified Zero as a figure that would go on to change the world was the foundation of the Black Knights.

NARRATION
"We stand with those who have no weapons to wield."
These upholders of justice exist to protect the weak,
whether they hail from Britannia or anywhere else.
They are the Black Knights.

NARRATION
In the beginning, it was a group with just a small core of Japanese members,
but everywhere Zero brought his hammer of justice, more and more people were moved to join his cause.

NARRATION
It was once thought that they had been wiped out after a defeat by Britannia.

NARRATION
However, Zero rose like a phoenix from the ashes, and in a flash the Black Knights, too, were resurrected.

NARRATION
Having achieved this miraculous resurrection, Zero and the Black Knights left Japan.
Beyond its borders, Zero worked in tandem with nations like the Chinese Federation to oppose Britannia.

As the Black Knights continued to expand and grow in strength, the countries that were in conflict with Britannia came together to form the United Federation of Nations.
Britannia and the U.F.N.
With the creation of the latter, Zero had effectively split the world in two — and, in the form of a request from it, dispatched the Black Knights to recapture Japan.
Tensions rose between the Black Knights and Britannia later on, with the skirmish that came to be known as the Second Tokyo Settlement Battle, as both sides engaged in what appeared to be all-out war.

Even with the involvement of the Knights of the Round, the finest knights Britannian had to offer, the Black Knights seemed to have the upper hand — but then, a tragedy occurred that would forever leave a dark stain on history.
The use of FLEIJA.
With FLEIJA, enemies and allies alike — and even unarmed civilians — were all swallowed up in a burst of light, erased from the face of the planet.

NARRATION
And in that light, Zero's—
Lelouch's driving motivation, Nunnally, also vanished.
LELOUCH
Nunnally—!
- 16/17
NARRATION
With that, Lelouch lost everything.

LELOUCH
(...And that's why I need to keep moving into the future.)

LELOUCH
Madame Kaguya.
What one thing is required to rule the world?
KAGUYA
Dignity.
For people to rule over other people...
LELOUCH
A fine answer.
You are, indeed, exceptional.
However, my own answer differs.

MILLY
Is this a threat?
INOUE
The Britannian military has mobilized!
They're moving from international waters to Japanese waters!
TOUDOU
A surprise attack?!
XINGKE
Asking to enter the U.F.N.—
Choosing that school...
It was all just to use himself as bait!
OUGI
But to go so far as betraying the trust of the international community...
XIANGLIN
No.
It seems he no longer has any need for something like trust.
RAKSHATA
He's going for a dictatorship, after all.

TOUDOU
A man who abolished the aristocracy but then continued to call himself "Emperor"...
XINGKE
Right. Zero—
Lelouch has made the rest of the world his enemy.
XINGKE
Your opponent is Lelouch.
It's clear that he's prepared to kill the hostages.
XINGKE
If we don't allow our member the time to make their own decisions here,
the U.F.N. itself will collapse.
The victory would be Britannia's!
So for now, pull back!

TOUDOU
Come back here, Kouzuki!

LELOUCH
Shall we put it to a vote?
Will you be accepting my Britannia? Yay or nay.
KAGUYA
You ask that like this?!
LELOUCH
Yes, I suppose you have no choice but to accept...

KAGUYA
Damn—!
LELOUCH
So.
Shall we engage in a little democracy?
